What the agreement does
A hire agreement is where the hall's rules reach the people who will actually be in the room: the capacity figure, the fire exits and assembly point, who is insured for what, what the licence allows, and the hall's public protection procedures under Martyn's Law. The generator puts your figures into the clauses the hire agreement guide recommends and gives you a signed record for each booking.
It cannot hand the hall's own legal duties to the hirer; under fire safety law and Martyn's Law the hall stays responsible as the person in control of the premises. What it does is make the hirer responsible for running their event within your rules, and give you the record that they agreed. Attach your fire safety sheet and the four procedures so "has received" is true, and keep the signed copy.
A model agreement for committees to adapt, not legal advice. Your county's rural community council and the specialist village hall insurers publish fuller model agreements; if you are a member, use theirs. The Venue Record is independent and is not connected to, endorsed by or approved by any government body.
The agreement says they'll read the procedures. The record shows they did.
The Venue Record sends your procedures to each hirer by link. They read on their phones, confirm, and the hall keeps the dated record of who has, alongside the signed agreement. Opening to the first venues soon.
